Are the rest of the nuts on the bike not tightened down like the set nut on the chain tensioner pic?

those were the pictures i got when i bought it, same conditions now, rode one race with it, i went completely through it, i have no idea how someone puts those on wrong...... im an engineer and will back this bike 100% just need the money to buy a home
